ARRESTS: Two charged in 17-year-old murder case

John Rutledge was killed in 1992 in Orleans County

The family of a Rochester man who was killed in 1992 in the Town of Carlton may soon receive justice. Joyce Powell, 47, and Shaliq Reed, 35, were arraigned Monday in Orleans County Court and have been charged with second-degree murder. Both are being held without bail

The victim, John Rutledge, who was 20 at the time of the slaying, was found June 6, 1992 with two gunshot wounds in a ditch on Sawyer Road in the Town of Carlton. It was reported at the time that a passing motorist spotted the black male’s body and called police.

According to Captain George Brown of the New York State Police, Reed and Powell were both associated with the victim and new one another. He said that sometimes in an investigation it takes time to get an accurate story and interview the right people before an arrest can be made.

The indictment was the result of an ongoing investigation by the New York State Police Violent Crimes Investigation Team. Reed and Powell are scheduled to return to court Jan. 4.
